Kazakhstanis can retire starting from the day of their birth. To do this, you need to bring the necessary documents to the State Pension Payment Center (SCPP).

You need to provide:

  • identification;
  • work record book (employment agreements, contracts);
  • military ID;
  • education diplomas;
  • marriage certificate (if the last name has been changed);
  • house book/address certificate from the public service center;
  • one 3x4 photo;
  • birth certificates of all children and their identity cards/residence certificates;
  • card account in any second-tier bank or Kazpost JSC and account statement.

In addition, there are certain categories of citizens who can increase their work experience. If you have the necessary documents, the following periods will be protected during your length of service:

  • residence of spouses of officers, warrant officers, midshipmen, contract servicemen, and long-term servicemen with their spouses in areas where there was no possibility of their employment in their specialty (but not more than 10 years);
  • the period of residence of spouses of employees of a special state body with the latter in areas where there was no opportunity for employment in their specialty (no more than 10 years);
  • work and military service in areas adjacent to the Semipalatinsk nuclear test site (from August 29, 1949 to July 5, 1963 - triple the amount, and from July 6, 1963 to January 1, 1992 - one and a half times);
  • work in anti-leprosy and anti-plague institutions, infectious diseases institutions for the treatment of persons infected with the human immunodeficiency virus or patients with AIDS (double amount);
  • work in organizations, in forensic medical examination and pathological diagnostics (at one and a half times);
  • work on water transport for a full navigation period (counted as a year of work);
  • work for a full season in organizations of seasonal industries, regardless of their departmental subordination (counted in the length of service for a year of work).

The new Law “On Pensions” has changed the points relating to mothers of many children. Previously, caring for adopted children under 8 years of age was not counted towards the length of service for calculating pensions, but now this is possible (if you have the necessary documents). Also, a mother of many children could previously retire at age 53 if she had 20 years of experience on January 1, 1998. Now, even with incomplete service, the pension will be calculated in proportion to the years worked. The time when a woman did not work, but cared for a child under 3 years old, will also be included in the required length of service. But the addition to the length of service will be no more than 12 years.

Thus, in 2018, for almost 2.2 million pensioners, pensions will increase by 1.8 times: 44.7% of people will receive over 74% (i.e. more than 20,930 tenge), and 45.2% - 100% of the living wage (28,274 tenge).     When does the right to receive a pension arise?

      Application for a pension to the Pension Fund

      The pension application form is openly posted on the Internet and has the following: standard content:

      According to the rules for filling out the application, the surname, name and patronymic of the pensioner must be indicated in full and without abbreviations in the nominative case, and also correspond to the spelling in the passport.

      If during the period of employment, the organization changed its name and there are records of several names in the work book, it is necessary to provide all the data to the Pension Fund department in advance, eliminating all possible difficulties, regardless of age.

      The most common type of pension provision is a pension assigned upon reaching the generally established retirement age. But sometimes it happens that the payment may be set on other grounds, which must be confirmed by the Pension Fund when applying for a pension.

    30. When assigning a disability pension, an extract from the medical and social examination report (MSE) of a person recognized as disabled will be required.
    31. When applying for a survivor's pension, documents are required that confirm the family relationship with the deceased breadwinner (birth (adoption) certificate, marriage or divorce certificate, etc.).
    32. Deadlines for submitting documentation to the Pension Fund

      A citizen can begin collecting documents even if he has not yet reached the established retirement age, however, an application can be submitted in advance no earlier than a month before reaching a certain age (obtaining the right to pension benefits). This is necessary for the timely assignment of the required pension, that is, by the time the right to it is acquired, since in practice, there is the possibility of unforeseen situations that may delay the assignment process.

      However, if a citizen applies for a pension within a month from the date of dismissal from work, it can be accrued earlier than the day of application, in accordance with paragraph 5 of Article 22 of Law dated December 28, 2013 No. 400-FZ.

      The application itself submitted by the pensioner is considered throughout 10 days from the date of his application to the PFR specialist (subject to the availability of a full package of necessary documentation) or from the date of submission of the required documents, if the applicant did not meet the three-month deadline given by the specialist for collecting them. In case of refusal to satisfy the application, specialists notify the citizen within 5 working days about their decision, and if satisfied, an old-age insurance pension is assigned to each indefinitely and is paid every month.

      Russian citizen Ivanova began collecting documents a month in advance, and submitted her application a week before retirement age. During the inspection, PFR specialists discovered that Ivanova had changed her last name due to marriage, and explained to the citizen the need to provide them with a marriage certificate, giving a period of 3 months to complete the package of documents, but the application was still accepted.

      The procedure for assigning and paying pensions

      The assignment and payment of the insurance pension is carried out by the territorial body of the Pension Fund of the Russian Federation, in accordance with the law of December 15, 2001 No. 167-FZ “On compulsory pension insurance in the Russian Federation” at the place of residence of the pensioner. When the recipient moves to another place of residence, the payment is made in a new place based on pension file and registration.

      Payment of the insurance pension is carried out upon presentation of a passport or other identification document.

      The pensioner independently chooses the method of receiving the pension and the organization that delivers the pension. You can receive a pension in several ways:

    33. at home or independently at Russian Post;
    34. to a bank account or card;
    35. through organizing pension delivery: independently or at home.
    36. Having chosen the method of receipt, the citizen should inform the Pension Fund department of his decision: in writing or in in electronic format.

      If a pensioner, for any reason, cannot receive a pension, his legal representative (by power of attorney) can do this for him. If the term of the power of attorney exceeds 1 year, then the pension payment will be extended the entire period of validity of the power of attorney, however, the pensioner will have to confirm every year the fact of registration at the place of receipt of the payment.

      It is recommended to take care of registering an old-age insurance pension in advance, this way you can avoid some difficult situations that may slow down the payment.

      Some categories of citizens have the right to receive an insurance pension earlier due to certain reasons or the type of work performed.     2. By agreement with the citizen, the Pension Fund may decide to assign a pension without missing documents. In this case, we will talk about the minimum pension amount. When providing the remaining documents, the Pension Fund will recalculate the amount.
    3. The Pension Fund may invite the applicant to write a waiver of the insurance part of the pension at the moment and assign it later. To do this, the future pensioner must write a statement, this will mean his agreement with the PF proposal.

      13. How to get a pension in Russia for those who moved to live from Kazakhstan

        Russian legislation regulates the payment of pension benefits to immigrants from post-Soviet countries. These norms are of genuine interest to Kazakhs, who constitute one of the largest groups of migrants in the Russian Federation.         Pension provision in Russia

        Let us recall that until 2001, the Russian Federation had a distribution model for calculating pension payments, which was inherited from the Soviet Union. The size of the basic part in it was fixed and had no dependence on either earnings or length of service.

        Is it possible to transfer a pension from Kazakhstan to Russia?

        To move and transfer their pension payments to the Russian Federation, a citizen of the Kyrgyz Republic will have to perform several actions:

        To be able to withdraw pension savings, you will need a card account. But in order for the funds to go to him, payments will have to be recalculated. It is produced under the following conditions:

      43. Old age pension benefits are accrued when the applicant reaches the appropriate age and has at least 15 years of experience. In this case, the pension coefficient must be at least 30 points (depending on length of service).

        Thus, what kind of pension a Kazakhstan pensioner will receive when moving to Russia will depend on previous contributions, length of service and the value of the point, the amount of which increases every year.

        If the country paying the pension uses a national currency, payments are calculated based on the official exchange rate at the time the benefit is awarded.

        What to do if your place of residence has changed

        Often, due to various circumstances, pensioners have to change their location and move to a new one. How to be in this case? It is worth noting that funds for pension payments are provided by local budgets.         So, citizens of Kazakhstan who are officially registered in the Russian Federation and intend to settle here for permanent residence are equal in rights to Russians in all social issues, including receiving pensions.

        What documents are needed to apply for a pension in 2018?

        The law clearly establishes the procedure for submitting an application to the Pension Fund for a pension. The first thing to start with is to visit a government agency and write an application in the prescribed form. A pension can only be assigned after reaching the appropriate age. Not always, but it happens that an employee needs a package of additional documents to determine the length of service and the amount of payment. In this case, no one has the right to refuse to accept documents, but in this case the person has a legal three months during which he can submit the necessary documents. For those who meet this deadline, the pension will also be calculated from the first day of application. But if you miss this deadline, then you will have to collect the package of documents again.

        After receiving the application, the consideration period is ten working days, during which a decision must be made to approve or refuse to issue a pension. A negative decision can be safely challenged in court; for this, during the meeting, an application to establish the fact of work is drawn up. All of the above applies to a greater extent to labor pensions; a disability pension is generally issued in the same way, but only the citizen needs to confirm not the length of service, but the presence of a disability. For this purpose, a medical and social examination is carried out with an official conclusion. A person is obliged to go to his clinic and take form 188-U there; disability will be assigned only as part of such an examination.

        The type of pension is chosen by the applicant. It can be social, insurance or disability, labor. The application can be submitted in person, through the MFC or by proxy.

        Depending on the type of pension, some documents may differ. If this is a survivor's pension, the applicant will be required to provide:

        — passport, residence permit of a foreign citizen with registration marks;
