Thus, from February, the Russian Pension Fund switched to paying 5.4% increased all types of insurance pensions: old age, disability, and loss of breadwinner to non-working pensioners. Working pensioners will receive a pension, taking into account indexation after completion of their working career.

According to Rosstat, inflation in 2016 was 5.4%, and insurance pensions of non-working pensioners are indexed exactly by this amount. Indexation of pensions to the level of inflation for the previous year will ensure the preservation of the purchasing power of the insurance pension of non-working pensioners.

As a result, in 2017 the average annual old-age insurance pension will reach 13,620 rubles, increasing by 467 rubles compared to 2016. The amount of the pension will exceed the pensioner’s subsistence level by approximately 60%.

Expenses for indexation of insurance pensions from February 1 are provided for in the budget of the Russian Pension Fund for 2017 in the amount of almost 230 billion rubles. In total, in 2017, the Pension Fund budget allocated 6.4 trillion rubles for the payment of insurance pensions.

As for the further increase in pensions during 2017, from April 1, social pensions will be indexed taking into account the growth rate of the cost of living of a pensioner in the Russian Federation over the past year. In August, the traditional recalculation of insurance pensions of working pensioners will take place.

At the same time, during 2017, the minimum level of pension provision for pensioners will continue to be no lower than the subsistence level of a pensioner in the region where he lives. If the amount of the pension, together with other payments due to a non-working pensioner, is below the subsistence level, then a social supplement will be established for him.

Simultaneously with the indexation of insurance pensions, from February 1, the monthly cash payment (MCB), the most massive social payment in Russia, is indexed by 5.4%. Currently, the Pension Fund pays it to 15.6 million federal beneficiaries, including disabled people, combat veterans, citizens exposed to radiation, Heroes of the Soviet Union and Russia, Heroes of Socialist Labor and other citizens. The amount of indexation of the EDV was determined based on the increase in consumer prices for 2016. Funds for increasing the monthly allowance provided for in the Pension Fund of Russia budget for 2017 amount to 21.3 billion rubles. The total costs for the payment of all types of EDV, taking into account indexation, are planned in the Pension Fund budget in the amount of 450.9 billion rubles.

The set of social services (NSS) included in the EDV is also indexed at 5.4%. By law, it can be provided in kind or in cash. The cost of the full cash equivalent of NSO from February 1 increased to 1048.97 rubles per month. It includes the provision of medicines, medical products, medical nutrition products - 807.94 rubles, the provision of a voucher for sanatorium treatment for the prevention of major diseases - 124.99 rubles, free travel on suburban railway transport or on intercity transport to the place of treatment and back - 116.04 rubles.

In addition, the funeral benefit, which the Pension Fund pays to the relatives of a deceased pensioner, is also increasing. From February 1, the benefit amount is 5562.25 rubles.

  • for disability group I - 9610,22 rub. ( 9117,86 rub. - fixed payment amount as of 01/01/2017 * 1,054 );
  • for disability group III, on the occasion of the loss of a breadwinner - 2402,56 rub. ( 2279,47 rub. - the amount of the fixed payment as of 01/01/2017 * 1,054 );
  • for persons who are dependent on disabled family members, the increase in the fixed payment to the insurance pension is established in an amount equal to one third of the amount 4805,11 rub., i.e. 1601,70 rub. for each dependent, but not more than three dependents.

For calculation insurance pension from 02/01/2017 it is necessary to multiply the amount of individual pension coefficients (points) by the cost of one pension coefficient, which is equal to 78 rubles. 28kop.

The amount of points can be determined by simple calculations, determining the amount of the insurance pension as of 01/01/2017. Examples of pension calculations

EXAMPLE 1: As of 01/01/2017, the total amount payable was 10469,41 rub. (including 5910,48 rub. - old age insurance pension + 4558,93 rub. - fixed payment to the insurance pension). The cost of one pension point as of 01/01/2017 was 74.27 rubles. Hence, 5910,48 / 74,27 = 79,581 - total points as of 01/01/2017. In connection with the establishment of a new cost of the pension coefficient (point) from 02/01/2017 - 78.28 rubles, the amount of the insurance pension from 02/01/2017 will be 6229,60 rub. ( 79,581 *78.28). The fixed payment to the insurance pension will also increase by 5.4% and amount to 4805,11 rub. (4558.93 * 1.054). The total amount to be paid will be 11034,71 rub. (6229.60 + 4805.11).

EXAMPLE 2: As of January 1, 2017, the total amount of disability payments (group I) was 12688,76 rub. (including 3,570.90 rubles - insurance pension + 9,117.86 rubles - fixed payment to the disability insurance pension (group I). Therefore, 3,570.90 / 74.27 = 48,080 - the sum of points as of 01/01/2017. From 02/01/2017, the amount of the insurance pension will be 3763,70 rub.(48,080 * 78.28). The fixed payment to the insurance pension, taking into account indexation from 02/01/2016, will be 9610,22 rub. (9117.86*1.054). The total amount to be paid will be 13373,92 rub. (3763.70+9630.22).

EXAMPLE 3: As of 01/01/2017, the total amount of payments in case of loss of a breadwinner was 7800,26 rub. (including 5520.79 rubles - insurance pension + 2279.47 rubles - fixed payment to the insurance pension). The total points as of 01/01/2017 were 74.334 (5308.2 / 74.27). Therefore, from 02/01/2017 the amount of the insurance pension will be 5818,87 rub. (74.334 * 78.28). The fixed payment to the insurance pension, taking into account indexation from 02/01/2016, will be 2402,63 rub.(2279.47 * 1.054). The total amount to be paid will be 8220,50 rub. (5818.87+2402.63).

It is important to take into account that calculating the size of the insurance pension, as well as the fixed payment to the insurance pension working pensioners made in the same manner, but will be paid without taking into account indexation (adjustment) during the period of their work. At the end of the pensioners’ working life, they are set to be paid the amount of the insurance pension and a fixed payment to the insurance pension, taking into account the indexation (adjustment) made.

Russian pension legislation requires annual indexation of pensions in accordance with the level of inflation achieved in the previous year. But in 2016, this rule was grossly violated. Instead of increasing insurance pensions by 12.9% (this was the official inflation in 2015), they were indexed only once: from February 1, by 4%, and only for non-working pensioners.

The second indexation seemed to be promised in the second half of the year, but there was no money for it. Indexation, which would have increased the monthly pension of each pensioner, but by different amounts, was replaced by a one-time lump sum payment of 5 thousand rubles for all pensioners living in Russia (both non-working and working) in January 2017. Now this money is being paid.

The decree signed by the head of government on January 19, which was made public on January 23, means a return to the usual rules for indexing pensions: the figure of 5.4% fully corresponds, according to Rosstat, to the inflation rate for 2016.

The certificate attached to the document states that “the increase in the size of insurance pensions from February 1 will affect all non-working recipients of insurance pensions (about 30 million people), as well as about 450 thousand non-working military pensioners who receive insurance along with the state pension old age pension."

The average size of the insurance pension after recalculation will increase by 384 rubles, for which about 130 billion rubles will be spent by the end of 2017.

Let us remind you: after indexation by 4% in February 2016, the average insurance pension in Russia was 13,200 rubles per month...

Along with the insurance pension, from February 1, 2017, the fixed payment will also increase by 5.4%, and again only for non-workers (this is stated in another government decree dated January 19).

Currently, the basic amount of this addition to an insurance pension or disability pension is approximately 4,559 rubles; accordingly, it will be 4,805 rubles.

Some categories are entitled to an increased fixed payment towards their pension: those who have reached the age of 80, orphans, pensioners who support disabled family members, who have worked for at least 15 years in the Far North...

And according to the law, some categories are paid additionally to their pension in a reduced amount: for disabled people of group III, for example, the fixed payment is 50% of the base amount. The Pension Fund's expenses for increasing fixed payments in 2017 will amount to about 99 billion rubles.

This is not the last indexation of insurance pensions in 2017. From April 1, as Deputy Prime Minister Olga Golodets said, it is planned to recalculate them upward by another 0.4%: the fact is that the Pension Fund budget included money for indexation in the amount of 5.8% (this was the predicted level inflation based on the results of 2016), and it was also decided to spend these funds.

Payment of increased pensions for January 2020 will be made from the end of December 2019. Those who receive payments through Sberbank and other banks will be able to start spending them already on the New Year holidays!

What should pensioners do if their pension dates fall on these days? First of all, don't worry! You will receive your due payments, taking into account the 2020 indexation, on time or even earlier.

The corresponding decision was made on December 20 at a meeting of the board of the Russian Pension Fund (PFR).

When will increased pensions for January 2020 be paid?

In particular, the following information is posted on the official website of the Pension Fund.

“At the end of December, the Pension Fund advances the payment of pensions, benefits and monthly cash payments for January 2020. Starting from December 25, PFR branches will begin transferring funds to Russian Post, and from December 27 – to credit organizations, including Sberbank.”

The PFRF message also states that “for some pensioners receiving payments through the bank, the crediting of funds for January 2020 will begin on December 30. For pensioners receiving payments through Russian Post, delivery will be organized according to the standard schedule starting January 3, 2020.”

What does it mean?

And the fact is that for pensioners who receive payments through banks, and in the first days of the month, the January pension will arrive on their cards no later than December 31, 2019. The rest are on schedule.

For pensioners who receive payments through Russian Post, January payments will begin on January 3, 2020.

Pension payment schedule for January 2020 in St. Petersburg

In St. Petersburg there is a different January pension schedule.

The PFR branch for St. Petersburg and the Leningrad region reports that in December 2019 there will be no early payment of the January pension. Payments of pensions, monthly payments and other social payments will be made according to the schedule in January 2020.

Payments at post offices in St. Petersburg and the Leningrad region will begin on January 3.
