How can a pensioner receive a subsidy to pay for housing and utilities? Benefits for single pensioners Who is considered a single pensioner

The most socially unprotected category of citizens are people who cannot work due to their age and live on social benefits. The question of what benefits are available to single pensioners in Moscow, and whether there are other groups enjoying privileges, worries older people who are counting every ruble until retirement. This is not easy to find out, since legislation changes regularly. To determine the amount of social benefits and discounts on housing and communal services payments provided to individuals receiving an old-age pension, you need to know what benefits are established for pensioners in Moscow in 2018.

What benefits are available to pensioners in Moscow?

The country is aging, the number of pensioners is increasing, the economic crisis and rising inflation are devaluing pension benefits, forcing older people to cut their needs to the minimum. Understanding the situation and trying to improve the situation, the state is introducing a number of measures aimed at supporting a normal standard of living for the elderly. All options for privileges due are divided into two types - provided at the federal level and sponsored by the local budget. Preferences are divided into several types:

  • tax benefits for pensioners in Moscow;
  • discounts on utility bills;
  • social targeted assistance provided to citizens in need;
  • benefits for purchasing medicines, traveling on intercity and city transport, providing treatment, purchasing vouchers.

At the federal level

For an elderly person receiving old-age benefits, regardless of their place of residence, the state guarantees different types of preferences that can be used if necessary. These include:

  • Cash monthly payments established for certain groups of citizens - heroes of the Great Patriotic War, veterans of the defense of Moscow, and military operations.
  • Preferential rights to exemption from payment of certain taxes – on property, personal income tax.
  • Compensation for payments for utilities, contributions for major repairs of an apartment building.
  • Tax deductions when buying an apartment.
  • Benefits for disabled pensioners in Moscow and other persons for the purchase of expensive medicines according to the approved list of medicines subject to compensation.

Local benefits

The federal budget cannot bear the burden of fully providing needy pensioners with the required benefits. Some obligations for payments, discounts and benefits for pensioners in Moscow in 2018 were shifted to local authorities, who are obliged to provide the following privileges to needy senior citizens:

  • targeted social and material assistance;
  • benefits for payment of transport tax, contributions for land plots;
  • compensation for using a landline telephone;
  • the opportunity not to pay for waste removal;
  • free medical care at home if health does not allow visiting the clinic;
  • receiving dental care under a social program;
  • a trip once a year to a place of sanatorium-resort holiday according to appropriate medical indications.

Legal regulation

Pensioners in Moscow, like other subjects of the federation, enjoy benefits based on articles of various regulatory documents. Officials rely on the following regulations when determining the amount of the discount and cash payments:

  1. Articles 159-160 of the Housing Code of the Russian Federation, stipulating the receipt of benefits for housing and communal services.
  2. Decree of the Russian government dated July 17, 1995. No. 710, stipulating the rules for providing preferential medical care to pensioners.
  3. Order of the Ministry of Health of Russia No. 225 dated November 22, 2004, establishing the rules for preferential receipt of medicines.
  4. Letter from the Social Insurance Fund No. 07 44ШШ dated 02/09/1996, providing benefits for the treatment of combat veterans.
  5. Decree of the Government of the Russian Federation dated December 14, 2005. for No. 761, which provides benefits for housing and communal services and other payments for residential premises.

What benefits do Moscow pensioners have in 2018?

Residents of the capital receiving state old-age pension benefits enjoy extensive privileges. These include:

  • tax benefits;
  • deductions for property tax when purchasing real estate;
  • monthly cash and one-time payments provided to needy individuals whose minimum income “does not reach” the subsistence level in Moscow;
  • compensation for utilities, gasification, major repairs;
  • free or discounted medications;
  • medical care, including dental services, compensation for rehabilitation funds, travel to the place of sanatorium treatment.

Tax preferences

Pensioners are exempt from paying some taxes. Benefits are given for the following types of tax payments:

  • Tax on real estate owned by a pensioner, if the cost of housing does not exceed 200 million rubles. Real estate refers to residential and non-residential premises (garages, outbuildings registered in the name of a given individual).
  • Transport fees, if the power of a car is not higher than 100 hp, or a rowing or motor boat is less than 5 hp.
  • Land tax. The right not to pay is given to disabled people, participants of the Second World War, and the Chernobyl accident.
  • Personal income tax. Pensions and other income of an elderly person are not subject to this fee.

Tax deduction for working pensioners

If an individual who is on well-deserved retirement due to old age continues to officially work and has purchased real estate, then he has the right to tax deductions when purchasing an apartment. You can apply for a benefit for the previous three years if there is evidence of the purchase of real estate. The deduction is given upon presentation of a certificate of ownership or a contract for shared participation in housing construction.

Social supplement to pension up to the subsistence level in the capital

If a non-working resident of the capital provides local social security authorities with information that the amount of the pension he receives is below the subsistence level (ML) in Moscow, then he is entitled to monthly cash compensation payments up to the minimum amount established by federal legislation. In Moscow in 2018, the size of the PM was 11,560 rubles, in the Moscow region - 9,160 rubles. When paying out funds, the targeted assistance received by the pensioner and all types of subsidies are taken into account.

Subsidies for housing and communal services

Paying for utilities places an enormous burden on the shoulders of an elderly person. The federal authorities are providing benefits to pensioners in Moscow in 2018 for housing and communal services payments. If the total amount of utility payments paid by a citizen who has presented a pension certificate is 3-10% of his income, then he is provided with a subsidy. The amount of compensatory payments is determined individually, taking into account the amount of the pension, paid housing and communal services receipts, and is subject to revision every six months. You can also compensate for the gasification of your home at your own expense.

Reimbursement for telephone expenses

Elderly citizens using a landline telephone, permanently residing in Moscow and receiving pension benefits, enjoy benefits when paying for communication services. The discount amount is 190 rubles. To receive it you must submit an application. The benefit is provided upon presentation of a pension certificate and applies to payment for intracity telephone lines.

Free and discounted medications

An elderly person on a well-deserved retirement can apply for free medications according to the established list approved by the Moscow Government. If an expensive drug was purchased at his own expense, then a resident of the capital can reimburse the amount of money spent once a year by contacting the Social Insurance Fund at his place of residence. You can find out the list of medications provided free of charge or at a reduced cost from the attending physician, who is obliged to provide information about the preference to the patient.

Medical service

The list of benefits for pensioners in Moscow in 2018 expanded significantly due to the introduction of privileges for receiving medical care. Elderly people are entitled to the following preferences:

  • Free medical care out of turn in clinics at the place of residence of the pensioner.
  • Providing vouchers for sanatorium-resort treatment according to doctor’s indications.
  • Discounts in pharmacies when purchasing medications.
  • Full or partial compensation payments for the acquisition of technical rehabilitation equipment by an elderly person, according to medical prescriptions.
  • Compensation for the price of dentures made in public clinics.
  • Other types of social targeted medical care provided individually.

Monthly compensation payments to working pensioners

Officially employed citizens often do not know about the additional payments due. Working elderly people whose income, including pension benefits, varies between 12,000-20,000 rubles can receive compensation benefits. You can count on additional payments when working in an approved list of professions, which includes librarians, nurses, paramedics, janitors, kindergarten teachers and other citizens. Monthly compensation payments are assigned to people with proven health problems, regardless of profession or position.

Luzhkov payments

The list of benefits for pensioners in Moscow in 2018 includes the Luzhkov bonus. Obtaining it is associated with some difficulties, since the amount of assistance is tied to the value of the social standard of Moscow and the PM. Pensioners who have lived for at least 10 years in the capital with low incomes receive an additional payment up to the social standard adopted for the given period, which is 14,500 rubles for 2018. If a pensioner has lived in Moscow for less than 10 years, then he can only claim an additional payment up to PM, the amount of which is smaller and amounts to 11,560 rubles.

There are no automatic accruals. To receive an additional payment, contact the MFC or the Pension Fund branch at your place of residence with the necessary documents. Required to present:

  • passport with registration proving ten years of residence in Moscow;
  • SNILS;
  • pensioner's ID;
  • application for additional payment.

Transport benefits for pensioners in Moscow

Persons receiving pension payments can travel around Moscow for free using buses, metro, trolleybuses and trams. These benefits for pensioners in Moscow in 2018 are possible upon receipt of a Muscovite social card, or a travel ticket issued by the social security fund. To receive it, you must have permanent Moscow registration. Pensioners present to the employees of the Moscow RUSZ the required package of papers for the right to preferential travel. This includes documents, a full list of which can be found by calling the social security department hotline.

Features of preferences for certain categories of pensioners in 2018

Certain categories of capital residents have advantages in accordance with the rules established by federal and regional legislation. The preferences differ from the main privileges of Moscow citizens receiving age-related pension benefits. Social protection measures for such Muscovites are extensive and include a variety of discounts, compensation and cash assistance. There are several groups that are entitled to individual benefits:

Subsidies for pensioners living alone do not differ significantly from other government support options. To obtain them, specific conditions are required that allow a citizen to be considered lonely and in need. At the same time, the relaxations affect several areas of a pensioner’s life and are applied as needed to provide such assistance. The status of a pensioner living alone and the benefits for him are regulated by legislation adopted at the federal and regional levels, which increases the guarantee of their provision.

Conditions

Subsidies for single living pensioners are provided in the manner provided for in the implementation of social state support measures. But who is considered a single pensioner? For this category of citizens, separate conditions are provided for applying for financial assistance.

The first condition is obtaining pensioner status and registration of pension benefits. Three options for cash accruals are defined:

  • insurance, provided for those who have reached the age limit and minimum work experience;
  • social, established for persons who have not received the right to an insurance pension;
  • state, assigned to individual citizens (military personnel, employees of the Ministry of Internal Affairs, civil servants, and so on).

The right to such accruals arises simultaneously with the assignment of pensioner status and the issuance of a certificate.

Assistance to single pensioners will be provided if additional requirements are met. For this category of persons, these include the following:

  1. It is mandatory to receive benefits. It is provided exclusively by federal legislation.
  2. The citizen is single, that is, he must live alone or with disabled family members.
  3. The person is not in a marital relationship, which also implies loneliness.
  4. It is mandatory to manage the household independently and without the help of other people, in particular family members.

For persons who meet the above requirements, not only subsidies and subsidies, but also various tax, social and compensation payments can be provided in full.

Support Options

What benefits will single pensioners be entitled to under the stipulated conditions? Subsidies are provided in several areas. The preferential regime will cover both social security and taxation.

The first group includes standard benefits for single pensioners. The following assistance options will be available:

  1. Reimbursement of housing and communal services costs. This option is valid only if the person has veteran status, which provides for the presence of orders and receiving a special rank from the state. Or its costs exceed legal limits. Also, if a pensioner has reached seventy years of age, then he can receive a fifty percent discount when paying for major repairs, and a one hundred percent reduction in all payments when he reaches eighty years of age. The benefit applies to electricity, heating, gas, garbage collection, major repairs and other utilities.
  2. Help with purchasing medications. This option will mean that upon presentation of a prescription from a doctor and a medical card, you can receive a discount on medicines from fifty to one hundred percent of the payment amount. This also includes treatment in a resort setting with the provision of medical services.
  3. Targeted assistance. It involves gasification of specific homes of citizens in need.
  4. . A non-working pensioner receives such assistance only on a first-come, first-served basis.
  5. Discounts on public transport. Not only discounts are expected, but also complete exemption from payment. You can apply for benefits without taking into account your residential address.
  6. include free installation and use. This subsidy is also implemented on a first-come, first-served basis once an application is submitted.

In some areas, other options for benefits for single pensioners may be established. In the Moscow region in 2019, for example, they are offering additional compensation from Mosenergo.

Most socially significant payments provide for regular provision. Most often, pension supplements are paid monthly. The size of such benefits is usually no more than the subsistence level, and indexation is 4.1%. At the same time, you can get free services from doctors, telephone companies, prosthetic clinics, and the like.

The second group concerns the payment of taxes. This also includes several options for one-time relief:

  1. Abolition of personal income tax. Provided for a pensioner recognized as unemployed. This type of tax is not withheld from benefits, allowances and other charges. If the person continues to work, then personal income tax is calculated according to general principles.
  2. Property tax relief. It is assumed that the obligation will be abolished when it comes to an apartment, house or other real estate. However, the rule only applies to one object. When there are several of them, the property suitable for release is determined by the owner himself.

Also, according to general rules, it is allowed to issue a tax deduction if a citizen of retirement age purchases a new home.

Receipt procedure

Benefits for single pensioners in 2019 are issued in accordance with the general rules of federal legislation. A separate type of assistance will relate to a specific authority. If a social benefit is implemented, then the necessary structure is social protection, if there are tax breaks, then the Federal Tax Service, and additional payments to the pension are provided by the Pension Fund. The structure must be determined according to the registration address.

  • identification document;
  • pensioner's certificate;
  • work book;
  • statement;
  • documents confirming the grounds for receiving a subsidy.

Social security or tax authorities may require additional information: receipts for utilities, absence of debts, medical cards, and so on.

To prepare documents, you must contact the social security authorities at your place of residence.

Moscow pensions

Statistical studies suggest that Moscow pensions are at a higher level compared to other regions. And if payments to pensioners living alone do not correspond to the minimum subsistence level established for the Moscow region, bonuses are paid.

Non-working pensioners receive bonuses only if the citizen has lived in the capital for more than ten years. The amount of the insurance pension is on average 14 thousand rubles in Moscow and 14.2 thousand rubles in the Moscow region.

If the pensioner is not a native Muscovite, his benefit is calculated taking into account the cost of living. If the payment is less than the subsistence level, then the difference is paid by the city budget.

When calculating the amount of the supplement, all sources of income are taken into account, including pensions, monthly payments and other payments. The only exception is in-kind social support.

As a rule, these compensations are provided to pensioners working in the following positions: librarians, teachers, janitors, nurses, pharmacists, drivers and a number of others, except for participants in the Great Patriotic War, as well as disabled people of groups I and II (for this category, the ECI is assigned regardless of the position position, place of employment and salary).

Video: Single pensioners will receive compensation for major repairs.

It is difficult to live on one pension without additional income. Especially considering the fact that as pensioners age, their need for medicines and medical services only increases.

It is also important to take into account a person’s marital status. It’s good when there are relatives who provide financial support, help pay utility bills, buy medicine, food, etc. It’s a completely different matter when a pensioner is lonely.

Single pensioners are provided with additional benefits from the state, which is associated with an increased risk of neediness for such persons.

Tax benefits

All pensioners are exempt from paying certain taxes. Citizens are provided with benefits for the following types of payments:

  1. Tax on real estate owned by a single pensioner, if the value of the property is no more than 200 million rubles. Real estate means not only an apartment or a house, but also a garage, utility buildings, etc.
  2. A pensioner is exempt from paying tax on a vehicle if its power is less than 150 horsepower.
  3. Land tax may not be paid by pensioners who have a disability, or they are participants in the Second World War or suffered at the Chernobyl Nuclear Power Plant.
  4. There is no need to pay personal income tax, since pensions are not subject to such tax.

Medical service

A single pensioner has the right to receive free medications, according to the list established by the Government of the Russian Federation. In a situation where an expensive medicine is purchased with your own money, you can receive compensation. To do this, contact the Social Insurance Fund at your place of residence.

You can find out which medicine is provided free of charge and which medicine is at a reduced cost from your doctor, who is obliged to inform you about this benefit.

Pensioners have the right:

  • can receive free medical care at the clinic out of turn;
  • have the right to sanatorium-resort treatment (only according to the indications of a medical specialist);
  • can receive discounts on the purchase of medicines;
  • pensioners can receive compensation (full or partial) for the purchase of technical rehabilitation equipment;
  • compensation for the installation of dentures made in a public clinic.

You can find out about the full list of benefits for a single pensioner from the social authority at your place of residence.

Cash surcharges

In a situation where the total amount of payments received by a pensioner does not reach the established subsistence level, he is entitled to a social supplement. It comes from the regional or federal budget (choose the option where the cost of living is higher).

Sometimes, at the regional level, additional payments are established for single pensioners. For example, in St. Petersburg, a non-working pensioner over 60 years of age, whose monthly income is no more than 1.15 times the subsistence minimum, receives an additional payment in the amount of the difference.

Housing and communal services

Housing legislation provides for compensation of some part of the costs of paying for utilities. So, if rent costs amount to more than 22% of a pensioner’s income (in some regions the percentage is lower), then a subsidy is paid.

Single pensioners over 70 years of age are entitled to a 50% discount on the cost of major repairs of an apartment building. And after 80 years they are completely exempt, that is, a 100% discount.

At the level of individual constituent entities of the Russian Federation, single pensioners are provided with additional benefits for utilities. For example, in Moscow, a pensioner may not have to pay for garbage collection and has the right to compensation for paying for a landline phone.

In St. Petersburg, a single pensioner has the right to have gas installed in the house, replace an old gas stove or water heater at the expense of government funding.

Targeted social assistance

This type of assistance can be in the form of cash payments, social services or in-kind assistance. This type of assistance is provided exclusively to pensioners who are recognized as low-income.

In-kind assistance is expressed in the provision of the following:

  • products;
  • shoes, clothes;
  • medicines (most often we are talking about very expensive medicines that are needed for treatment or as a result of undergoing rehabilitation);
  • fuel, etc.

The period for providing targeted assistance ranges from 3 to 6 months with the possibility of its extension at the end (extended for the same period). There are often situations when the social protection authority requires re-confirming the grounds for receiving this type of assistance.

If a pensioner chooses assistance in the form of cash payments, then he receives the difference, which is not enough to reach the subsistence level due to his low income.

Retirement age in Russia begins at 60 and 55 years for men and women, respectively. Upon retirement, an elderly person receives not only monthly payments from the state pension fund, but also some social privileges. Benefits for single pensioners are somewhat expanded in relation to those who have the opportunity to receive financial support from a spouse or children.

Pensioners (male persons who are over 60 years old and female persons who are over 55 years old) who do not belong to the preferential category can:

  • travel around the city for free on trolleybuses, buses, trams, metro;
  • have the opportunity to receive free dental prosthetics.

Legislation classifies as single elderly people who do not have children or other relatives, or have them but are disabled: pensioners, minor dependents, disabled people of groups 1 and 2.

At the same time, not every single pensioner will receive any benefits; for this, he must be recognized as needy. According to Law No. 134-FZ, pensioners and their disabled relatives fall into the category of low-income people if their total income (pensions, salaries, benefits) does not reach the subsistence level for each family member.

Federal and regional benefits for single pensioners are provided as follows:

  • travel on public transport free of charge;
  • free repair of dentures without taking into account the cost of precious metals and metal-ceramics during manufacturing;
  • monthly monetary compensation for telephone communications in the amount of 190 rubles;
  • optional payment for solid household waste removal services;
  • single persons of retirement age should be paid compensation for the monthly payment of housing and communal services;
  • pensioners can use a shared television antenna with a 50 percent discount;
  • the opportunity to receive a free trip to a sanatorium every year if there are medical indications;
  • discount on the purchase of medicines;
  • partial compensation of payment for technical means of medical care;
  • pensioners who have lost the ability to care for themselves have the right to a guardian;
  • assistance in purchasing items for those pensioners who find themselves in difficult situations;
  • social forms of service, namely: daytime stay of a guardian with a lonely elderly person;
  • assistance of the guardian in providing sanitary and hygienic services, cleaning rooms, patronage;
  • people over 80 years of age and Heroes of Russia should be exempt from the contribution for major repairs.

Most benefits for pensioners are established at the regional level. This means that there is no single list of privileges for the entire country, and the specific list of provisions must be found out directly on the ground.

A separate benefit is provided for capital pensioners - an increased amount of pension payments. According to statistical data, the amount of Moscow benefits is higher than in other regions. If payments do not correspond to the minimum subsistence level, the pensioner must be paid an increase. If the pensioner did not have a place of work, then he will be paid a bonus only if he lived in Moscow for more than 10 years. The insurance pension is from 14 thousand rubles. If a person of retirement age is a native Muscovite, he will be paid in accordance with the cost of living. If the payment amount is less than the subsistence minimum, the difference will be calculated from the city budget.

Benefits for paying taxes

Persons of retirement age have a discount when paying land, property and transport taxes. This applies to those pensioners who own real estate or a car. For example, an elderly person may not pay tax on his living space, but if he owns several objects at once - a second apartment, a country house, then the benefit applies only to one, the most expensive object by default. However, a pensioner can choose which property to receive a discount on by submitting an appropriate application to the Federal Tax Service.

In almost all regions, pensioners have an advantage in paying transport tax. They may not pay for one transport unit.

Social benefits

Some social services can be replaced with cash. Let’s say, instead of a discounted travel pass, you receive an additional payment towards your pension or refuse vouchers to a sanatorium in favor of a financial supplement. The pensioner himself determines the volume of services that he requires and either receives them, in whole or in part, or writes an application to the Pension Fund for monetization of benefits.

Although many people prefer real money to other benefits, retirees living alone without support from relatives should think carefully before refusing some social services. If your health is poor, getting cheap medications is much more profitable than taking money for them and buying the drugs yourself at the pharmacy. You need to understand that the final monetization amounts do not cover even a small fraction of the costs that the state provides for one beneficiary. However, it is better to replace those services that the pensioner does not use and does not intend to use with payments.

Preferential conditions for single labor veterans

If a single pensioner has documentation confirming that he is a labor veteran, then he has the opportunity to receive even more preferential conditions. Namely: he will be able to ride commuter trains free of charge. He will also be able to undergo treatment at a sanatorium, traveling there by train for free.

Receiving benefits

The state takes care of older citizens who have no one to count on for financial support. However, all benefits are not assigned automatically. To receive them, you need to declare your rights to local social security authorities by contacting Social Security or the MFC.

The application must be accompanied by a package of documentation:

  • ID cards of the pensioner and his dependents: passports, birth certificates for minors;
  • document on pension status: pension book;
  • certificates to confirm low income: income certificates, extracts from the Pension Fund, disability certificate and other available papers;
  • additional documents: veteran’s ID, marriage certificate, divorce certificate, death certificate, etc., depending on the situation.

If social security employees accept the application, then the decision to recognize the pensioner as needing additional payments and benefits is made within a month. After which the citizen will receive the entitlement privileges.
