But pensioners should not worry about this: according to the law, the amount of the already accrued pension, taking into account the social supplement they can't downgrade.

What is considered the minimum pension in Russia?

Social supplement to pensions for non-working pensioners in 2019

If the amount of income (material security) of a pensioner is less than the minimum monthly wage in the region, he is assigned a social supplement. It was introduced in 2010 with the aim of improving the material well-being of low-income pensioners. Only pensioners who meet the following set of conditions can count on additional payment:

  • the pensioner does not work after receiving his pension;
  • lives on the territory of the Russian Federation;
  • has a total income less than the amount of PMP.

Depending on whether or not the size of the regional PMS exceeds the value of the pensioner’s subsistence minimum established for the country as a whole (in 2019 it is 8,846 rubles), the pensioner may be set one of two social supplements towards retirement:

  • federal— if the PMP in the region is less than the federal one (paid through the Pension Fund);
  • regional- if the established regional PMP is greater than the federal one (paid by the Social Security authorities).

It happens that after the announced indexation of pensions, pensioners do not notice any increase. As a rule, social surcharge is to blame for this:

The fact is that during the year only the pension size itself is indexed, and the PMP level for establishing the minimum pension does not change throughout the year. In this regard, after the next indexation, pensioners continue to receive a pension in the amount of the regional PMP (in this case, the amount of the social supplement simply decreases). However, on behalf of V. Putin, this injustice was eliminated, and now pensions are indexed.

It should be noted that the social supplement to the pension is established only on an application basis. This is usually done immediately at the time of registration of the pension after calculating its size. However, in practice, sometimes the pension is less than the PMP! Minimum pension in Russia from January 1, 2019

In January 2019, the minimum wage was increased to 11,280 rubles. In this regard, there were many expectations about raising pensions. However, they were all unfounded - from January 1, minimum pensions in Russia increased for another reason.

The minimum pension is related only to the pensioner's subsistence level (PLS), but not to the minimum subsistence minimum for the working-age population. Increasing the minimum wage does not affect the size of pension payments in any way, since this value sets the minimum level of income only for working population.

Let us remind you that pensions can be increased only in 3 cases:

  1. Due to indexing by the coefficient established by the Government:
    • insurance (labor) pensions - from January 1, 2019 increased by 7.05%;
    • state, including social pensions - from April 1, 2019 they were increased by 2.0%.
  2. Due to recalculation according to pension legislation:
    • for working pensioners - they increase annually from August 1 on a non-declaration basis (in accordance with the insurance premiums paid);
    • at any time at the request of the pension recipient, if there are grounds.
  3. By increasing the regional PMP, which is carried out annually from January 1 (in this case, other things being equal, the amount of social supplement for non-working pensioners, whose pension is less than the minimum subsistence level established in the region, increases).

Thus, from January 1, 2019, pensions were increased only due to indexation by 7.05%, and not due to an increase in the minimum wage. As a result, pensioners received This amount of additional payment is determined relative to the average size of the insurance pension in the Russian Federation (RUB 14,414 at the end of 2018). Accordingly, those who receive the minimum pension have not experienced a significant increase in payments since 01/01/2019.

What is the minimum wage


Let's start with the fact that the very concept of minimum pension provision is absent in the current legislation. It follows that the minimum amount of pension payments is not established by federal legislation.

These amounts are set at the regional level, and according to the government, they should not be lower than the subsistence level of people of retirement age in a particular subject of the Federation. The cost of living for a pensioner is set by the leadership of the region or region, based on the characteristics of the region.

How is the minimum pension determined?

Additional payment is made subject to two conditions:

  • social pension - 9,062 rubles (an increase of 2.9%);

Peculiarities of pension provision by region

After the indexation carried out in April, the minimum pension for a non-working pensioner in Moscow is 17,500 rubles. To receive such amounts, a pensioner must live in the capital for at least 10 years.

A pension in Russia is a form of state support after obtaining a certain work experience, loss of ability to work, or the occurrence of an insured event. Russian pensions are of the following types:

  • state (the amount is paid to the citizen from the state budget);

The average pension in the country with conditions for registration by categories of people is regulated by Federal Law. It is impossible to say who has the largest pension in Russia, since the size is influenced by several factors.

State pension

Pensions in Russia, issued from state support, are provided in the form of funds transferred to people and allowing them to return finances lost due to certain circumstances.

Pension savings in this case are:

  • social (for the able-bodied category of citizens: citizens who have reached the age of pension payments; persons with disabilities of groups 1-3, this also includes disabled minors; children under 21 years of age studying full-time who have lost parental care; representatives of residents of the Far North aged 10 years earlier than expected in other regions);
  • by years of service (paid for former employees of government departments; military; astronauts, etc.);
  • preferential (paid for persons who suffered damage after a man-made incident and radiation emissions);
  • for military personnel who participated in hostilities. This also includes persons living in Leningrad during the Siege;
  • for the loss of a breadwinner.

Every year, pensions, like salaries, are indexed. This year the amount of payments is increasing by 2.6% in accordance with the increase in the cost of living. The pension is recalculated at the end of spring.

Mandatory pension insurance

This type of insurance is a state system that allows you to compensate for wages lost after an insured event occurs.

Mandatory insurance includes:

  • old age pension insurance;
  • insurance of pension payments after receiving disability;
  • insurance benefits provided after the loss of a breadwinner;
  • fixed payments to pension accruals for insurance;
  • funded pension;
  • one-time pension payments;
  • urgent pension transfers;
  • pension accruals passing to heirs;
  • funeral payments.

An old-age pension is offered to citizens who have reached the retirement age. These citizens must have the required work experience and total points. A pension for citizens with disabilities is provided after receiving an official certificate from a medical institution. The first, second or third group is acceptable. A disabled person who is left without the guardianship of insured citizens or a citizen can receive funding after the death of a breadwinner.

Early and funded pension

Early pension can be paid:

  • men who have reached the age of at least 55 years and women 50 years of age who have worked in types of work with difficult conditions. These include aircraft drivers, seamstresses, mine workers, etc.;
  • women who are mothers of more than five children;
  • disability pensions are paid to mothers of sick children;
  • residents and workers of the Far North;
  • seriously injured during work.

A funded pension is a payment made every month until the death of a citizen. These amounts will be formed from contributions made by employers and citizens themselves, as well as through investment profits.

The fixed-term, open-ended and one-time type of financing of funded pension provision is determined. The citizen must indicate the duration of urgent payments, but not less than 10 years . Indefinitely, amounts are determined based on average life expectancy. Currently this time is 240 months. To calculate the amount received, you will need to divide the total volume by all months. A one-time payment is made in a single transfer. In this case, the pensioner is entitled to the entire amount at once.

Today, the issue of the funded pension segment is frozen until the end of the year. All amounts received from the employer are included in the insurance amount.

The largest pensions are personal. Who is eligible to receive them:

  1. Civil servants from the admin. apparatus of Russia. Payments are made on an individual basis. These citizens can be paid up to 100 thousand rubles. These are the maximum pension amounts.
  2. Workers of large commercial enterprises. In addition to the pension, a bonus from the company is transferred.
  3. Veterans of Labor, heroes of Russia, and combat veterans receive the highest pension ceiling. According to unofficial data, they can receive up to 50 thousand rubles.
  4. A military retiree can receive the maximum pension for services rendered to the state while working. Their pension may be about 40 thousand rubles.

Last year, the average pension accrual was about 12 thousand rubles. But this is an individual question, since the average statistical charges in the cities of Moscow and St. Petersburg, for example, are 15-18 thousand rubles.

Low pensions are calculated depending on the cost of living in the region. This amount is affected by housing and communal services payments and the consumer basket. For example, the minimum pension in the Kursk region. is 7039 rubles, and in Murmansk 12.5 thousand.

Since 2017, the average monthly pension in the country for pensioners with disabilities has been 13 thousand rubles. Today this figure has become higher – 13.6 thousand. The maximum old-age pension will be determined depending on the type of activity of the person and the region where he lives. Indexation will take place in February at 3.8%.

In the next two years, it is planned to increase the provision for pensioners:

  • 2019 – by 4%.
  • 2020 – by another 4%.

This means that by the end of 2020 the average amount in the country will reach 15 thousand rubles.

How are payments made to military and government employees? structures?

Last year, the Legislation contained changes in the age level of citizens that would be required to qualify for pensions for civil servants and officials. The value increases annually by six months until it reaches the ages of 65 and 63 years, for male and female employees.

Civil servants (retirees of the Ministry of Internal Affairs, head of the city administration, etc.) apply for payments based on minimum length of service. This experience is 15 years with subsequent increases.

The amount of pensions for officers depends on their rank and length of service:

  • The lowest level will receive approximately 23 thousand rubles.
  • Major on average - 25 thousand rubles.
  • A lieutenant colonel's pension will be 30 thousand rubles.
  • Generals receive up to 50 thousand rubles.

The large or average pension will be calculated taking into account average earnings for the last 12 months of service, as well as age-related insurance premiums. Pension funding can be obtained based on the following formula: 0.45 * salary – insurance coverage. If production exceeds the norm, an addition will be made in the form of three percent of wages for additional working years.

Non-state pensions

Non-state pension funds are organizations that are responsible for providing for individuals after retirement after insurance has been taken out. Such institutions aim to accumulate funding for citizens, invest, assign and pay funded pension elements.

NPFs have positive aspects:

  • citizens can regulate payments in size;
  • you receive both a state pension and funding from your own savings;
  • legal regulations are observed and government reports are provided;
  • it will be possible to transfer money to another fund;
  • funds can be inherited.
